03jlpub Terms and Conditions – What You Need to Know Before Playing

Welcome to 03jlpub. These Terms and Conditions govern your use of the 03jlpub platform, including all games, features, promotions, payment services, and customer support offered on the website at 03jlpub.net. Please take the time to read them carefully. We've written these as plainly as we can because we want every Filipino player on 03jlpub to actually understand what they're agreeing to — not just scroll past walls of legalese.

By registering an account, logging into an existing account, placing a wager, or using any part of the 03jlpub platform, you confirm that you have read, understood, and agreed to these Terms in their entirety. If any part of these Terms is unclear, contact our support team before proceeding.

1. Acceptance of Terms

These Terms constitute a legally binding agreement between you (the player) and 03jlpub, the trading name of the entity holding the PAGCOR license under which this platform operates. The agreement takes effect the moment you complete registration on 03jlpub or make use of any feature or service on the platform.

These Terms apply alongside our Privacy Policy and our Responsible Gaming policy, both of which are incorporated by reference into these Terms. In the event of a conflict between specific game or promotion rules and these general Terms, the specific rules apply to that game or promotion only.

2. Eligibility and Account Registration

2.1 Age Requirement

You must be at least 21 years of age to register and use 03jlpub. This is a hard requirement under our PAGCOR license and Philippine gaming law. 03jlpub conducts age verification checks during registration and before processing any withdrawal. If it is found that a player is under 21, the account will be suspended immediately, all pending transactions will be cancelled, and the matter may be referred to PAGCOR as required under our compliance obligations.

2.2 Philippine Residency

03jlpub is operated and licensed for use by players in the Philippines. Players accessing the platform from jurisdictions where online gaming is prohibited are responsible for ensuring their own legal compliance. 03jlpub does not knowingly accept registrations from prohibited jurisdictions.

2.3 One Account Per Player

Each individual is permitted to hold one account only on 03jlpub. If you have previously held an account that was suspended, you may not create a new account without written authorisation from the 03jlpub compliance team. Duplicate accounts will be suspended, and any balances held in those accounts may be forfeited pending investigation.

2.4 Accurate Information

You are required to provide accurate, complete, and current information during registration. This includes your full legal name, date of birth, and contact details. Providing false information is a breach of these Terms and will result in account suspension. 03jlpub may require identity verification documents at any stage — particularly before processing withdrawals — in compliance with anti-money laundering obligations under Philippine law.

2.5 Employee Restriction

Employees, contractors, and immediate family members of 03jlpub are not permitted to hold player accounts or participate in real money gaming on the platform.

3. Account Security and Responsibility

You are solely responsible for maintaining the security of your 03jlpub account. This includes keeping your username, password, and any two-factor authentication details confidential. You must not share your login credentials with any other person under any circumstances.

Any wager placed, transaction completed, or action taken while using your 03jlpub credentials is considered to have been authorised by you. 03jlpub is not liable for losses resulting from unauthorised access caused by your failure to keep your credentials secure.

03jlpub will never ask you for your password via email, SMS, or live chat. Any communication requesting your password should be treated as suspicious and reported to our team.

4. Deposits, Withdrawals and Payments

4.1 Accepted Payment Methods

03jlpub accepts deposits and processes withdrawals via the following Filipino payment channels: GCash, Maya, GrabPay, Coins.ph, InstaPay, PESONet, BDO Online Banking, BPI Online Banking, UnionBank Online, and Visa/Mastercard debit or credit cards issued by Philippine banks. All transactions are processed in Philippine Pesos (₱). 03jlpub does not charge platform-side transaction fees.

4.2 Minimum and Maximum Limits

Minimum deposit amounts vary by payment method and are displayed at the point of deposit. Minimum withdrawal amounts are similarly displayed before you submit a withdrawal request. Maximum withdrawal amounts per transaction and per day are defined in your account settings and may vary based on your account verification level.

4.3 Withdrawal Processing

GCash and Maya withdrawals are typically processed within 10 minutes. Bank transfers via InstaPay are processed within 30 minutes during operating hours. PESONet transfers may take up to one business day. 03jlpub reserves the right to conduct enhanced verification checks before processing withdrawals, particularly for first withdrawals or unusually large amounts. Withdrawals may be delayed if your account verification is incomplete.

4.4 Funds Integrity

All funds deposited to 03jlpub must come from payment methods registered in your own name. Third-party deposits are not permitted. You may only withdraw to a payment method that matches your registered identity. 03jlpub complies with anti-money laundering obligations under Republic Act 9160 (Anti-Money Laundering Act) and its amendments.

4.5 Dormant Accounts

An account is considered dormant after 12 consecutive months of inactivity. Dormant accounts may be subject to an administrative fee of ₱100 per month, deducted from any remaining balance, after written notice is sent to the registered email address. 03jlpub will make reasonable efforts to return funds before any administrative action is taken.

5. Betting Rules and Wager Settlement

5.1 Wager Acceptance

A wager is accepted by 03jlpub only when you receive a confirmation notification including a unique bet reference number. Wagers that do not receive this confirmation for any reason — including connection issues on your end — are not considered accepted bets. Always check your bet history to confirm a wager was accepted before assuming it is live.

5.2 Minimum and Maximum Stakes

Minimum and maximum stake amounts for each market are displayed at the point of placing a bet. 03jlpub reserves the right to adjust maximum stake limits for individual accounts, specific markets, or specific events without prior notice. This does not affect any bets already accepted and confirmed prior to the adjustment.

5.3 Odds and Pricing

Odds offered on 03jlpub are subject to change at any time before a wager is confirmed. The odds displayed at the time your bet is confirmed are the odds that will apply to that wager. Requests for bets at odds that have since changed will be declined or offered at the updated price, depending on the market settings in effect.

5.4 Void Bets

Bets may be declared void in circumstances including but not limited to: event cancellation, walkover, abandonment before the required number of minutes/periods have been completed, or technical errors resulting in incorrect odds being published. Void bets result in the return of the original stake to your 03jlpub account.

5.5 Card Game Rules

For Poker, Pusoy Dos, and other card games on 03jlpub, the specific game rules applicable to each variant are published in the respective game sections. In the event of a dispute regarding a card game outcome, the server-side game log is the definitive record. 03jlpub's decision regarding game outcome disputes is final.

6. Bonuses and Promotions

6.1 General Bonus Terms

All bonuses and promotions offered by 03jlpub are subject to specific terms including wagering requirements, minimum odds restrictions, eligible games, time limits, and maximum withdrawal limits. These terms are published alongside each promotion. Players are responsible for reading the specific terms before accepting a bonus.

6.2 Wagering Requirements

Bonus funds are not immediately withdrawable. Wagering requirements must be met before bonus-derived winnings can be converted to withdrawable cash. Wagering requirements and their calculation method are stated in each individual promotion's terms. 03jlpub's system tracks wagering progress, which you can monitor in your account dashboard.

6.3 Bonus Abuse

Any attempt to exploit, abuse, or manipulate the bonus system at 03jlpub — including the use of multiple accounts to claim bonuses repeatedly, matched betting strategies designed to circumvent wagering requirements, or any other coordinated exploitation — is a serious violation of these Terms. 03jlpub may cancel bonuses, void associated winnings, and suspend accounts found to be engaged in bonus abuse without prior notice.

6.4 Modification and Cancellation of Promotions

03jlpub reserves the right to modify, suspend, or cancel any promotion at any time. Changes will not affect bonuses already accepted and in active wagering progress. 03jlpub is not liable to any player for the modification or cancellation of a promotion that has not yet been activated by that player.

7. Prohibited Conduct and Fraud

The following conduct is strictly prohibited on 03jlpub and constitutes grounds for immediate account suspension, forfeiture of balances, and referral to PAGCOR and relevant law enforcement authorities:

• Creating multiple accounts for any purpose, including bonus abuse or circumventing a suspension.
• Providing false identity information during registration or verification.
• Using stolen, fraudulently obtained, or unauthorised payment methods for deposits.
• Engaging in collusion with other players in card games or poker, including sharing hand information or coordinating bets to manipulate game outcomes.
• Using any automated software, bots, or scripts to interact with the 03jlpub platform.
• Exploiting technical errors, software bugs, or pricing mistakes in a deliberate manner. Any winnings derived from evident technical errors are not valid and will be cancelled.
• Money laundering or any attempt to use 03jlpub as a conduit for illegal financial activity, in violation of Republic Act 9160.
• Attempting to manipulate sports events on which wagers have been placed.

8. Responsible Gaming

03jlpub is committed to providing a safe gaming environment. We recognise that while the vast majority of players engage with the platform responsibly for entertainment, a small number may develop problematic gambling habits. 03jlpub provides the following tools to support responsible play:

• Deposit Limits: Set daily, weekly, or monthly deposit ceilings on your account. Once set, a deposit limit cannot be raised for 24 hours after the change is requested — but can be lowered immediately.
• Session Time Limits: Set a maximum continuous session duration after which you will be automatically logged out.
• Reality Check Notifications: Receive periodic reminders of how long you have been playing and your net win/loss for the session.
• Self-Exclusion: Request voluntary exclusion from 03jlpub for a defined period (minimum 6 months) or indefinitely. During exclusion, you cannot register a new account or reverse the exclusion before the period ends.
• Account Cooling-Off: A shorter pause of 1 to 30 days, during which you cannot log in or deposit, but existing bets will be settled normally.

9. Intellectual Property

You are granted a limited, non-exclusive, non-transferable licence to access and use the platform for personal, non-commercial gaming purposes only.

You may not copy, reproduce, modify, distribute, publicly display, or commercially exploit any content from 03jlpub without prior written authorisation. Scraping odds data, reproducing game interfaces, or reproducing any part of the platform for commercial purposes is strictly prohibited.

10. Limitation of Liability

03jlpub provides its platform on an "as available" basis. While we make every reasonable effort to maintain continuous, error-free service, we cannot guarantee uninterrupted access. 03jlpub is not liable for losses caused by:

• Temporary platform unavailability due to scheduled or unscheduled maintenance.
• Internet connectivity issues on the player's side.
• Delays or errors caused by third-party payment providers including GCash, Maya, or Philippine banks.
• Force majeure events including natural disasters, power outages, or acts of government.
• Losses arising from a player's own failure to comply with these Terms.

To the maximum extent permitted by Philippine law, 03jlpub's total aggregate liability to any player shall not exceed the amount deposited by that player in the 30 days preceding the event giving rise to the claim.

11. Amendments to These Terms

03jlpub reserves the right to amend these Terms and Conditions at any time. When material changes are made, we will notify registered players via the email address on file at least 7 days before the changes take effect, unless a shorter notice period is required by regulatory obligation.

Continued use of 03jlpub after the effective date of any amendment constitutes acceptance of the updated Terms. If you do not agree with an amendment, you should close your account before the amendment takes effect and request withdrawal of any remaining balance.

12. Governing Law and Disputes

These Terms and Conditions are governed by the laws of the Republic of the Philippines. Any dispute arising from your use of 03jlpub that cannot be resolved through our internal support process will be subject to the jurisdiction of the appropriate Philippine courts.

Before escalating any dispute to a formal legal process, players are encouraged to first contact the 03jlpub support team and allow a reasonable period for resolution. Many issues can be resolved quickly through direct communication.

If a dispute involves a licensed gaming matter — such as a game outcome or payment dispute directly related to our PAGCOR obligations — it may be escalated to PAGCOR's relevant compliance division. 03jlpub will fully cooperate with any PAGCOR-led investigation.

These Terms and Conditions were last reviewed and updated on 1 June 2025. 03jlpub reserves all rights not expressly granted under these Terms. If any provision of these Terms is found to be unenforceable under Philippine law, the remaining provisions continue in full force.
